Chief Technology Officer

Location: Montréal

Open North is looking for a Chief Technology Officer (CTO) with deep technical knowledge and strong managerial background.

The Government of Canada announced that Evergreen, working in partnership with OpenNorth, their Future Cities Canada collaborative platform and numerous non-profit institutions, foundations and stakeholders across Canada, will receive funding over two years to deliver activities from the new Smart Cities Community Support Program (SCCSP). The funding supports capacity-building services for communities nationwide, including the establishment of a national one-to-one advisory service for open and smart communities and cities. OpenNorth is the lead technical partner of this consortium responsible for the one-to-one advisory services. The SCCSP runs from October 2018 until March 2020.

Job Description

As part of the OpenNorth team and working in close coordination with Evergreen and program partners, the successful candidate will be responsible for developing and leading OpenNorth’s one-to-one advisory services team over the duration of the program and beyond. The CTO will report to OpenNorth’s Executive Director. The one-to-one advisory services will serve rural, remote, mid-size, and large communities across Canada, at various levels of smart city maturity, in English and French.

This position is located in Montréal in OpenNorth’s office


  • Plan, coordinate and oversee the management of the one-to-one advisory service team
  • Guarantee a seamless integration of all technologies within the program
  • Manage and monitor the program’s strategic and tactical implementation, as part of the program’s integrated team with Evergreen
  • Build and manage a team of 5-7 people (analysts, program manager, customer service manager)
  • Monitor, analyze and communicate program risks and opportunities
  • Prepare and facilitate work meetings with program stakeholders
  • Manage the one-to-one advisory services outreach efforts
  • Track and deliver program milestones and KPIs
  • Track and apply smart city technological and innovative trends
  • Lead strategic meetings and decision processes

Requirements and Background

  • Graduate degree in computer science, software engineering or any other relevant field
  • 10+ years experience in IT project/program management
  • Project management experience (software development projects, implementation and manage agile methods, code review)
  • IT business experience (workflows, budget, policies)
  • Experience with enterprise-level IT systems et a large scale systems in a municipal government (Canada or internationally) or a big company
  • Programming experience (10+ years)
  • Applied knowledge of open government principles and approaches
  • Strong data experience: setting up databases; modelling; data standards (design and implementation); handling and analysing geospatial/GIS data
  • Perfectly bilingual (French/English)
  • Proven experience in data analysis and data visualisation; knowledge of spatial statistics
  • Critical thinking and breadth of experience: understands both quantitative and qualitative data; applied research methods
  • Social/civic issues: extensive knowledge of worked on civic/urban issues in Canadian cities (tech + social); rural issues
  • Certification in PMP and/or any IT certifications (Amazon services, Microsoft services, Google services)

This is a permanent position to be filled by early December 2018.
This position could be extended beyond the duration of the Smart Cities Community Support Program. We are especially interested in candidates with long-term interest and availability.
Our office is located in Montreal, but mobility will be expected in Canada, especially in Ottawa
Competitive salary, to be discussed according to experience.
